NDIS Functional Capacity Assessment: Plain-English Guide for Support Coordinators

IMG 2625

A Functional Capacity Assessment NDIS report helps determine how a participant manages their everyday tasks and what supports may be needed. Whether you’re a support coordinator, LAC, or plan manager, understanding when to recommend one—and how to prepare for it—is essential.

This guide explains when and why an FCA is required, who can complete it, what the process looks like with Vista Healthcare, and how to streamline referrals.

What Is a Functional Capacity Assessment (FCA)

An FCA is a formal report that outlines a participant’s ability to manage daily activities such as self-care, mobility, communication, social interaction, learning, and community access. It is often used to support access requests, plan reassessments, or justify support needs under the NDIS.

The assessment typically includes interviews, observation, and standardised tools, with recommendations aligned to NDIS outcomes and language.

When an FCA Is Required Under the NDIS

An NDIS FC is often requested in the following scenarios:

  • New participants applying for access
  • Reassessments with changing support needs
  • Requests for higher funding (e.g., increased core or therapy hours)
  • Justification for assistive technology or supported accommodation
  • Transitioning between life stages or services

In some cases, a functional capacity assessment may also complement other NDIS assessments, such as Functional Behaviour Assessments for participants with behaviours of concern.

Who Can Complete FCAs (OT, Physio, Psych)

Under the NDIS, functional assessments can be carried out by various allied health professionals depending on the participant’s needs. Vista Healthcare provides assessments through:

  • Occupational therapists (OTs)
  • Physiotherapists (where mobility or physical function is a priority)
  • Psychologists (for mental health-related assessments or dual assessments)

We ensure that every NDIS OT assessment is aligned with the participant’s goals, diagnosis, and support context. More on the types of assessments and clinicians involved is explained on our Occupational Therapy page.

What Vista’s FCA Process Looks Like (Gold Coast, Brisbane, Sydney)

Vista Healthcare completes NDIS assessments in Gold Coast, Brisbane, and Sydney. Our process is streamlined for coordinators and responsive to participant needs. Here’s what to expect:

  1. Referral received and triaged
  2. Intake confirmation and pre-assessment questionnaire sent
  3. Initial appointment scheduled (usually in the participant’s home)
  4. Follow-up if additional sessions or observation are required
  5. Final report reviewed by a senior clinician and submitted to the referrer

Our goal is to produce an accurate, clear, and NDIS-ready FCA report that NDIS planners and LACs can use for plan decisions. For more information on this process, visit our NDIS Assessments page.

How to Prepare Your Participant

A smooth assessment starts with good preparation. Coordinators can help by:

  • Explaining the purpose of the FCA
  • Ensuring the participant is aware of appointment timing
  • Sharing relevant documents (previous plans, reports, etc.)
  • Providing details about current supports and routines

Our clinicians aim to make assessments comfortable and respectful. For tips on preparing for OT or physio involvement, read through our Physiotherapy service page for related insights.

Timelines and Report Delivery

Vista Healthcare aims to complete reports within 2–3 weeks after the final appointment. Urgent cases may be prioritised where required (e.g., participant at risk of housing loss, or acute care needs).

We provide:

  • Draft and final copies in accessible PDF
  • Reports written in NDIS-aligned language
  • Specific recommendations under each outcome domain

Our team will contact the referrer if clarification is needed. To check availability or expected timeframes, our NDIS service page includes the most current service regions and intake info.
